Like many racist Jews before and after him, racist Zionist Theodor Herzl argued that the Jews must be forced into a "World Ghetto" in order to prevent the assimilation of Jews into Gentile society. Herzl believed that he could provoke governments to expel Jews with complete impunity. He stated on 14 June 1895: "They cannot throw us into the sea, at least not all of us, nor burn us alive. After all, there are societies for the prevention of cruelty to animals everywhere. What, then? They would finally have to find us some piece of land on the globe�a world ghetto, if you please."�T.
