SOVIET NUCLEAR SECURITY SYSTEMS WERE BASED ON CONCEPTS OF ISLOATION OF NUCLEAR MATERIALS AND SPECIALISTS AND ON PROTECTION AGAINST EXTERNAL THREATS ( FREQUENTLY SEEN AS U.S. SPYING OR SABOTAGE ).
