BYEZHETSK , a See also:

town of See also:Russia, in the See also:government of See also:Tver, and 70 M. N.N.E. of the See also:city of that name, on the right See also:bank of the Mologa, in 57° 46' N. See also:lat. and 36° 43' E. See also:long. Pop. (186o) 5423; (1897) 9090. It is mentioned in the See also:chronicles of 1137. On the fall of See also:Novgorod, to which it had belonged, it was incorporated (1479) with the See also:grand-duchy of See also:Moscow. The town is famous for its scythes andshearing hooks,but makes also axes,nails and other hardware, and trades in See also:grain, See also:linen, See also:hemp and See also:flax. BY-See also:LAW, or BYE-LAW (by- being used in the sense of subordinate or secondary, cf. by-path), a regulation made by See also:councils, boards, corporations and companies, usually under statutory See also:power, for the preservation of See also:order and See also:good government within some See also:place or See also:jurisdiction. When made under authority of a See also:statute, by-See also:laws must generally, before they come into operation, be submitted to some confirming authority for See also:sanction and approval; when approved, they are as binding as enacted laws. By-laws must be reasonable in themselves; they must not be retrospective nor contrary to the See also:general law of the See also:land. By various statutes See also:powers are given to See also:borough, See also:county and See also:district councils, to make by-laws for various purposes; corporate bodies, also, are empowered by their charters to make by-laws which are binding on their members, Such by-laws must be in See also:harmony with the See also:objects of the society and must not infringe or limit the powers and duties of its See also:officers.
