His administration as finance minister of See also:Canada was important, since in 1897 he introduced a new See also:tariff, granting to the manufactures of See also:Great See also:Britain a preference, subsequently increased; and later he imposed a See also:special surtax on See also:German imports owing to unfriendly tariff legislation by that See also:country. In 1902 he represented Canada at the Colonial See also:Conference in See also:London.
