DES NOYERS, JULES (1845– ) , See also:French diplomatist, was See also:born at Baye (See also:Marne) on the loth of See also:April 1845. Educated at the Ecole Normale Superieure, he taught for some years in the lycee at See also:Algiers before he joined the See also:diplomatic service in 187r. His most important See also:mission was in 1884, when he was sent as French See also:minister to See also:China to regularize the French dominion in See also:Annam. After arranging at See also:Hue with the See also:king of Annam the See also:condition of the French See also:protectorate, he proceeded to See also:Shanghai to See also:settle with China the difficulties which had arisen over the evacuation of See also:Tongking by the See also:Chinese troops. The negotiation failed, and the French See also:admiral resumed hostilities against China in See also:August. Next See also:year Paten6tre signed with Li Hung Chang a treaty of See also:peace at Tien-tsin, by which the French protectorate in Annam and Tongking was recognized, and both parties agreed to remain within their own See also:borders in the future. After serving as minister plenipotentiary in See also:Morocco (1888-1891), M. Paten6tre was sent to See also:Washington, where he was raised to the See also:rank of See also:ambassador in 1893. He was ambassador at See also:Madrid from 1897 to 1902. See also:Pierre See also:Loti in Au Maroc has described his See also:diplomacy in Morocco. M. Paten6tre himself published some reminiscences in the Revue des deux mondes.
