He entered the See also:Marines in 1797, became a See also:captain in 18o6, and See also:major in 1811 for bravery in See also:Anhalt during the Walcheren expedition. He fought in the See also:Peninsula, becoming See also:lieutenant-See also:colonel in 1835 and retiring as colonel in 1837. After abortive attempts to enter See also:parliament in 1818 and 1826, he was returned in 1831 as member for See also:Ashburton. He was a prolific writer, principally on See also:financial and commercial policy. Almost the whole of the See also:pro-gramme which was carried out in legislation by See also:Sir Robert See also:Peel had been laid down in his economic writings. He was an See also:early and See also:earnest See also:advocate of the See also:repeal of the See also:corn See also:laws, but was not in favour of a See also:general See also:system of See also:absolute See also:free See also:trade, maintaining that it is expedient to impose retaliatory duties to countervail similar duties imposed by See also:foreign countries, and a lowering of import duties on the productions of countries retaining their hostile tariffs would occasion a decline in prices, profits and See also:wages.
