He was educated at the See also:Athenaeum of Luxemburg and the university of See also:Liege. He was in Luxemburg when the revolution of See also:August See also:broke out, but was nominated a member of the See also:commission appointed to draw up the constitution. He was a member of the See also:national See also:congress, and became secretary-See also:general of the See also:ministry of See also:foreign affairs under Surlet de Chokier. He supported the candidature of the See also:duke of See also:Nemours, and joined in the proposal to offer the See also:crown to See also:Prince See also:Leopold of See also:Saxe-See also:Coburg, being one of the delegates sent to See also:London. When the Eighteen Articles were replaced by the Twenty-four less favourable to See also:Belgium, he insisted on the See also:necessity of compliance, and in 1839 he faced violent opposition to support the territorial cessions in See also:Limburg and Luxemburg, which had remained an open question so See also:long as See also:Holland refused to acknowledge the Twenty-four Articles. His Essai historique et politique sur la revolution See also:bilge (1838) won for him the praise of See also:Palmerston and the See also:cross of the See also:Legion of See also:Honour from See also:Louis Philippe. In 1837 he became See also:minister of public See also:works, and to him was largely due the rapid development of the Belgian railway See also:system, and the increase in the See also:mining See also:industry. In 1840 he was sent as Belgian See also:envoy to the Germanic See also:confederation, and in 1841, on the fall of the See also:Lebeau ministry, he organized the new See also:cabinet, reserving for himself the See also:portfolio of minister of the interior. In 1845 he was defeated, and retired from See also:parliamentary See also:life, but he held a number of See also:diplomatic appointments before his See also:death at See also:Berlin on the 6th of See also:September 1881.
