After receiving his earlier See also:education at See also:home he went to See also:Oriel See also:College, See also:Oxford. In 1837 he was called to the See also:bar at See also:Lincoln's See also:Inn. He became a member of the Christian Socialists in 1850 and also joined the See also:council of the Society for Promoting Working Men's Associations. His See also:wealth enabled him to carry out experiments in co-operation on a larger See also:scale than had been previously attempted. He founded the first co-operative See also:store in See also:London, and advanced the See also:capital for two builders' associations, both of which failed. In 1851, though strongly opposed by other members of the promoting " Council," he started on his own initiative the Central Co-operative Agency, similar in many respects to the Co-operative Wholesale Society of a later See also:day. The failure of this See also:scheme, together with that of the operatives' cause in the See also:engineering See also:lock-out of 1852 is said to have cost him L4o,000. It is certain that until in later See also:life he inherited the See also:estate of Bisham See also:Abbey in See also:Berkshire he was, comparativelyspeaking, a poor See also:man. He was closely associated with the See also:movement which resulted in the See also:Industrial and Provident See also:Societies See also:Act of 1876, and the passing of the Consolidation Act of 1862 was almost entirely due to his efforts. Besides See also:publishing See also:pamphlets on co-operation he served on the executive See also:committee which afterwards See also:developed into the Central Co-operative See also:Board, and took an active See also:part in the formation of the See also:North of See also:England Co-operative Wholesale Society in 1863. One of the founders of the See also:Cobden See also:mills in 1866, and the Agricultural and Horticultural Association in 1867, he also promoted the See also:annual co-operative See also:congress, afterwards becoming See also:general secretary of the Central Board.

He was also a director of the Co-operative See also:

Insurance See also:Company and a member of the Co-operative See also:News-See also:paper Society for many years. He visited See also:America in 1875 with a deputation whose See also:object was to open up a See also:direct See also:trade between the farmers of the western states and the English co-operative stores. After resigning the See also:post of secretary to the congress board in 1891, he became a member of the Oxford University See also:branch of the Christian Social See also:Union. He died on the 16th of See also:September 1892.
