After serving some See also:time in his See also:father's See also:office, and under a surveyor at See also:Bedford and an architect at See also:Bath, he became partner with his father in 1835, and in the following See also:year he was successful among 86 competitors for a See also:design for St See also:George's See also:Hall, See also:Liverpool. The See also:foundation See also:stone of this See also:building was laid on the 28th of See also:June 1838, but, Elmes being successful in a competition for the See also:Assize Courts in the same See also:city, it was finally decided to include the hall and courts in a single building. In accordance with this See also:idea, Elmes prepared a fresh design, and the See also:work of erection commenced in 1841. He superintended its progress till 1847, when from failing See also:health he was compelled to delegate his duties to See also:Charles See also:Robert See also:Cockerell, and leave for See also:Jamaica, where he died of See also:consumption on the 26th of See also:November 1847.
