Promoted See also:colonel, he was British commissioner with the See also:Turkish See also:army in See also:Anatolia in the See also:Russian See also:War of 1854-56, and, having been made a ferik (lieutenant-general) and a See also:pasha, he practically commanded the See also:Turks during the heroic See also:defence of See also:Kars, repulsing several Russian attacks and severely defeating the Russian general See also:Muraviev in the See also:battle of Kars on 29th See also:September 1855• See also:Cold, See also:cholera, See also:famine and hopelessness of succour from without, however, compelled Williams to make an See also:honourable See also:capitulation on the 28th of See also:November following. A baronetcy with See also:pension for See also:life, the K.C.B., the See also:grand See also:cross of the See also:Legion of See also:Honour and of the Turkish See also:Medjidie, the freedom of the See also:City of See also:London with a See also:sword of honcur, and the honorary degree of D.C.L. of See also:Oxford University, were the distinctions conferred upon him for his valour. Promoted See also:major-general in November 1855 on his return from captivity in See also:Russia, he held the See also:Woolwich command, and represented the See also:borough of See also:Calne in See also:parliament from 1856 to 1859. He became lieutenant-general and colonel-commandant Royal Artillery in 1864, general in 1868, commanded the forces in See also:Canada from 1859 to 1865, held the governorship of Nova Scotia until 1870, and the governorship of See also:Gibraltar until 1876. He was made G.C.B. in 1871, and See also:Constable of the See also:Tower of London in 1881. He died in London on the 26th of See also:July 1883.
