On completing his legal studies he entered the service of the See also:state in 1837; and after holding a See also:series of See also:minor postswas transferred in 1848 to the See also:ministry of See also:commerce, which was to be the See also:sphere of his real See also:life's See also:work. Both See also:Germany and See also:Austria had realized the See also:influence of commercial upon See also:political See also:union. Delbriick in 1851 induced See also:Hanover, See also:Oldenburg and Schaumburg-See also:Lippe to join the See also:Zollverein; and the See also:southern states, which had
agreed to admit Austria to the union, found themselves forced in 1853 to renew the old union, from which Austria was excluded. Delbrick now began, with the support of See also:Bismarck, to apply the principles of See also:free See also:trade to Prussian fiscal policy. In 1862 he concluded an important commercial treaty with See also:France. In 1867 he became the first See also:president of the See also:chancery of the See also:North See also:German See also:Confederation, and represented Bismarck on the federal See also:tariff See also:council (Zollbundesrath), a position of political as well as fiscal importance owing to the presence in the council of representatives of the southern states. In 1868 he became a Prussian See also:minister without See also:portfolio. In See also:October 187o, when the union of Germany under Prussian headship became a See also:practical question, Delbruck was chosen to go on a See also:mission to the See also:South German states, and contributed greatly to the agreements concluded at See also:Versailles in See also:November. In 1871 he became president of the newly constituted Reichskanzleramt. Delbruck, however, began to feel himself uneasy under Bismarck's leanings towards See also:protection and state See also:control. On the introduction of Bismarck's See also:plan for the acquisition of the See also:railways by the state, Delbruck resigned See also:- OFFICE (from Lat. officium, " duty," " service," a shortened form of opifacium, from facere, " to do," and either the stem of opes, " wealth," " aid," or opus, " work ")
office, nominally on the ground of See also:ill-See also:health (See also:June 1, 1876). In 1899 he opposed in' the Reichstag the new protectionist tariff, and on the failure of his efforts retired definitely from public life. In 1896 he received from the See also:emperor the See also:- ORDER
