In 19o1–1902 he was See also:special See also:commissioner of the United States See also:war See also:department on colonial See also:administration, and wrote a Report on Certain Economic Questions in the English and Dutch Colonies in the Orient, published (1902) by the See also:bureau of insular affairs; and in 1903 he was adviser to the Mexican See also:ministry of See also:finance on projected currency changes. In 1903–1904 he was a member of the United States commission on See also:international See also:exchange, in especial See also:charge of the reform of currency in See also:China; in 1905 he was special representative of the United States with the imperial See also:Chinese special See also:mission visiting the United States. In 1907 he became a member.of the United States See also:immigration commission. Best known as an expert on " trusts," he has written besides on elections, See also:ballot reform, proportional See also:representation, on See also:education (especially as a training for citizenship), on legislation regarding highways, &c.
