He became See also:dean of Toledo See also:early; and was made cardinal on the 5th of See also:August 1669. Till 1677 he lived at See also:Rome as cardinal See also:protector of the See also:Spanish nation. In 1677 he was appointed See also:interim See also:viceroy of See also:Sicily, counsellor of See also:state and See also:arch-See also:bishop of Toledo. He ceased to be viceroy of Sicily in 1678. As archbishop of Toledo he exerted himself to protect the See also:clergy from the See also:obligation to pay the excises or See also:octroi duties known as ".the millions " and thereby helped to perpetuate the See also:financial embarrassments of the See also:government. His position rather than any See also:personal qualities enabled him to See also:play an important See also:part in a See also:great crisis of See also:European politics. The decrepit See also:King See also:Charles II. was childless, and the disposal of his See also:inheritance became a question of great See also:interest to the European See also:powers. Portocarrero was induced to become a supporter of the See also:French party, which desired that the See also:crown should he See also:left to one of the See also:family of See also:Louis XIV., and not to a member of the king's own family, the Habsburgs. The great authority of Portocarrero as cardinal and See also:primate of See also:Spain was used to persuade, or rather to terrify the unhappy king into making a will in favour of the See also:duke of See also:Anjou, See also:Philip V. He acted as See also:regent till the new king reached Spain and hoped to be powerful under his See also:rule. But the king's French advisers were aware that Spain required a thorough financial and administrative reform.

Portocarrero could not see, and indeed had not either the intelligence or the honesty to see, the See also:

necessity. He was incapable, obstinate and perfectly selfish. The new rulers soon found that he 'must be removed and he was ordered to return to his See also:diocese. When in 1706 the See also:Austrian party appeared likely to gain the upper See also:hand, Portocarrero was led by spite and vexation to go over to them. When See also:fortune changed he returned to his See also:allegiance to Philip V., and as the government was unwilling to offend the See also:Church he escaped banishment. In 1709 when Louis XIV. made a pretence of withdrawing from the support of his See also:grand-son, the cardinal made a great display of See also:loyalty. He died on the 14th of See also:September and by his orders the words Hic facet pulvis, cinis, et nihil were put on his See also:tomb. See See also:Lord See also:Stanhope, See also:History of the See also:War of See also:Succession in Spain (See also:London, 1832).
