In 1892 he supported Grover See also:Cleveland, the Democratic nominee for the See also:presidency, and from 1893 to 1897 was See also:ambassador to See also:Italy. He returned to the Republican party in 1896. In 1903 he was See also:chief counsel of the United States before the See also:Hague tribunal in the See also:case regarding the claims of See also:Germany, See also:Great See also:Britain and Italy against the See also:republic of See also:Venezuela.
