On the 25th of See also:August 1878 he was consecrated See also:Bishop of See also:Richmond, to succeed See also:James See also:Gibbons, and he had established the See also:Con-fraternity of the See also:Holy See also:Ghost in that See also:diocese, and founded See also:schools and churches for negroes before his See also:appointment as See also:rector of the Catholic University, Washington, D.C., in 1886, and his appointment in 1888 to the see of Ajasso. He did much to upbuild the Catholic University, but his democratic and liberal policy made him enemies at See also:Rome, whence there came in 1896 a See also:request for his resignation of the rectorate, and where he spent the years 1897—1900 as See also:canon of St John Lateran, assistant bishop at the pontifical See also:throne, and counsellor to the Propaganda. In 1900 he was consecrated archbishop of See also:Dubuque, See also:Iowa. He took a prominent See also:part in the Catholic See also:Young Men's See also:National See also:Union and in the See also:Total See also:Abstinence Union of See also:North America; and was in See also:general See also:charge of the Catholic delegation to the See also:World's See also:Parliament of Religions held at the Columbian Exposition in 1893. He lectured widely on See also:temperance, See also:education and American institutions, and in 1890 was Dudleian lecturer at Harvard University. A selection from his writings and addresses was edited by See also:Maurice See also:Francis See also:Egan under the See also:title Onward and Upward: A See also:Year See also:Book (Baltimore, 1902).
