He was the eldest son of the 6th earl by his wife See also:Lady Georgiana See also:Cavendish, eldest daughter of the See also:duke of See also:Devonshire. He was educated at See also:Eton and See also:Christ See also:Church, See also:Oxford, where (as See also:Lord See also:Morpeth) he earned a reputation as a See also:scholar and writer of graceful See also:verse, obtaining in 1821 both the See also:chancellor's and the See also:Newdigate prizes for a Latin and an See also:English poem. In 1826 he accompanied his See also:uncle, the duke of Devonshire, to See also:Russia, to attend the See also:coronation of the See also:tsar See also:Nicholas, and became a See also:great favourite in society at St See also:Petersburg. At the See also:general See also:election of the same See also:year he was returned to See also:parliament as member for the See also:family See also:borough of Morpeth. In one of his earliest speeches he undertook, at the See also:risk of forfeiting the See also:good See also:opinion of the Liberal party, the See also:defence of the See also:Russian See also:emperor against severe attacks made on him in reference to the suppression of the See also:Polish insurrection of 1830. In the agitation for See also:parliamentary reform he took the See also:side of Earl See also:Grey; and after the See also:dissolution of parliament, which took See also:place about that See also:time, he was elected member for See also:Yorkshire. This seat he held till after the passing of the Reform See also:Bill in 1832. He was then returned for the See also:West See also:Riding; and in 1835 he was appointed by Lord See also:Melbourne See also:chief secretary for See also:Ireland, a position at that time of great difficulty, O'Connell being then at the height of his reputation. This See also:post he held for about six years (being included in the See also:cabinet in 1839), winning great popularity by his amiable See also:manners and kindly disposition. Losing his seat at the election of 1841, he visited the See also:United States, but in 1846 he was again returned for the West Riding, and was made chief See also:commissioner of See also:woods and forests in Lord See also:John See also:Russell's cabinet. Succeeding to the See also:peerage in 1848, he became chancellor of the duchy of See also:Lancaster in 185o.

The great event of his See also:

life, however, was his See also:appointment by Lord See also:Palmerston to the lord-lieutenancy of Ireland in 1855. This See also:office he continued to hold till See also:February 1858, and again from See also:June 1859 till within a few months of his See also:death. His See also:literary tastes and culture were displayed in various popular lectures and in several published See also:works. Among these may be mentioned a lecture on The Life and Writings of See also:Pope (1851) ; The Last of the Greeks, a tragedy (1828); a See also:Diary in See also:Turkish and See also:Greek See also:Waters (1854), the See also:fruit of travels in the See also:East in 1853 and 1854; and a See also:volume of Poems, published after his death. In 1866 appeared his Viceregal Speeches, collected and edited by J. Gaskin. He took warm See also:interest in the See also:reformation of juvenile criminals, and established on his own See also:estate one of the best conducted reformatories in the See also:country. Lord See also:Carlisle died at See also:Castle Howard on the 5th of See also:December 1864. He was never married, and was succeeded in the peerage by his See also:brother, the REV. WILLIAM GEORGE HOWARD (d. 1889), as 8th earl.
