He graduated at See also:Union See also:College in 1861, was a recruits See also:ing officer on the See also:staff of See also:General See also:John F. Rathbone (1819–19o1) in 186i–1862, taught in the Albany Academy in 1862–1865, and was editor of the Albany See also:Express in 1865–187o; joined the staff of the Albany See also:Journal in 1870, and was editor-in-See also:chief of this See also:paper from 1876 to r880. In 1879–188o he was a See also:regent of the University of the See also:State of New York. From 188o until his See also:death he was editor and See also:part proprietor of the See also:Philadelphia See also:Press. He was active as a Republican in 'state and See also:national politics; was chairman of the See also:Committee on Resolutions of the New York State Republican Conventions from 1874 to 188o (excepting 1877), and was See also:president of the See also:convention of 18.79; and was a delegate to several National Republican Conventions, drafting much of the Republican platforms of 1876 and 1896. In 1890--1892 he was See also:United States See also:minister to See also:Russia, and during that See also:period had See also:charge of distributing among the See also:Russian See also:famine sufferers more than $too,000 in See also:money, and five shiploads of See also:food. He was postmaster-general in the See also:cabinet of Presidents See also:McKinley and See also:Roosevelt from See also:April 1898 until See also:January 1902, and did much to develop the rural See also:free delivery See also:system. He died in Philadelphia on the 19th of January 1908.
